PIARC (World Road Association), founded in 1909 and comprising 125 member governments from all over the world, is the global forum for exchange of knowledge and experience on roads, road transport policies and practices. With consultative status to the Economic and Social Council of the United Nations, the Association is contributing to a stable and sustainable global development of the road and transport sector.

Proceedings of Winter Road Congresses

PIARC (World Road Association) has organized an International Winter Road Congress every four years since 1969.

The International Winter Road Congresses are international conferences that bring together winter road experts from all over the world. They deal with all topics related to the operation and maintenance of roads in severe winter countries.

The XVI Congress in 2022 opened a new chapter with road resilience addressed in the broadest sense, without seasonal constraints, in an effort to highlight issues of paramount importance to our members.

The congress proceedings from 2002 to 2014 are available on DVD, the content of which has also been adapted as websites. Since 2018, the proceedings are exclusively available on dedicated websites.

  • Calgary 2022

    The XVIth World Winter Service and Road Resilience Congress was held online on 07-11 February 2022 . The overall theme for the Congress was " Adapting to a Changing World ". The Congress was attended by 785 participants from 53 countries who participated in 60 sessions under two complementary themes: Winter Service and, new for 2022, Road Resilience (in all seasons). This is reflected in the 15 topics of the international call for papers .

  • Gdańsk 2018

    The XVth International Winter Road Congress was held in Gdan sk (Poland),  February 20-23, 2018 , under the theme " Providing a safe and sustainable winter road service ”. The Congress attracted over 1,000 participants from 42 countries with a program of 139 oral presentations, 170 posters, 52 exhibitors and 21 of the world’s best snow plow drivers . It featured the attendance of four Transport Ministers (from Poland, Japan, Lithuania and Montenegro) and many Directors of Roads [...]

  • Andorra 2014

    The  XIVth World Winter Service and Road Resilience Congress  was held in the capital of Andorra , Andorra la Vella,  from February 4-7, 2014,  under the theme " Reconciling road safety and sustainable development in a context of climate change and economic crisis ”. The  Congress  attracted over  1,500 participants and  3,000 visitors from 48 countries  with a program of  180 oral presentations and poster sessions, 6 technical visits, and 64 exhibitors  representing institutions [...]

  • Quebec 2010

    The  XIIIth International Winter Road Congress  was held in  Quebec ,  February 08-11, 2010 , under the theme " Sustainable Winter  Service for Road Users ”. The Congress attracted over 1,500 participants from 44 countries with a program of 111 presentations by speakers from 20 countries, 3 posters sessions , and 7 technical visits .

  • Torino 2006

    The  XIIth International Winter Road Congress  was held in Torino ,  March 27-30, 2006 , under the theme " Ensuring mobility for road users in winter ”. The technical programme of the Congress was divided into 6 topics that were spread into  24 separate sessions with 4 sessions running concurrently. A total of  130 documents from 18 countries were presented, 114 orally and a further 16 as posters .

  • Sapporo 2002

    The  XIth International Winter Road Congress  was held in  Sapporo  (Japan),  January 28-31, 2002 , under the theme " New challenges for Winter Road Service ”. The  Congress  attracted over 2 ,600 participants from 61 countries  and 232 exhibitors with a program of 169 papers from 26 countries.
