International Workshop "Disaster Management for Roads"

The International Workshop on Disaster Management for Roads was held at the Iidabashi Rainbow Building, Tokyo, Japan, on May 31, 2017. This workshop was jointly organized by the World Road Association (PIARC) Technical Committee E.3 "Disaster Management", Road Engineering Association of Asia and Australasia (REAAA), Japan Road Association (JRA) and Hanshin expressway Co., Ltd., and was sponsored by Japan Anchor Association, Japanese Technical Association for Steel Pipe Piles and Sheet Piles, Public Works Research Center, CTI Engineering Co., Ltd., Naigaikozo Co., Ltd., Nippon Koei Co., Ltd., and supported by Japan Society of Civil Engineers.

Summary of the Workshop

The aim of the workshop was to exchange and disseminate the latest, national and international management technology for disaster mitigation and disaster robust society. In order to achieve this goal, national and international expertise on disaster management from public authorities, private companies and academic sectors met together at Tokyo.

The full one-day workshop consisted of key note session and three technical sessions with over 110 participants including experts from governments, highway companies and the private sectors both from Japan and abroad.

During the full one-day workshop, key note session and three technical sessions were held.

Keynote presentation was delivered by Dr. Okada, Professor emeritus of Kyoto University. He presented the importance of integrated disaster management. He introduced the case study of disaster resilience activity by the regional residents at Sendai-city after the 2011 East Japan Earthquake and other case studies related to the integrated disaster management.

Severaltopics related to disaster management and emergency management were discussed, including international experiences on the subject, with presentations from China, Czech, UK, Ukraine, USA and Japan. The workshop was honored in the three technical sessions.

Finally, among the wide variety discussion generated during the workshop, most of the discussion was payed to the importance of quick emergency response. This revealed that the activity of disaster management is concentrated not to mitigation and preparedness management but to response and recovery management. In order to improve the disaster management technology, the disaster management should be based on risk management basis. Therefore, the need for exchange of latest information on the disaster management technology was concluded, because the management information on different type of disaster will be helpful for mitigation and preparation that are the most important for making management strategy in advance.
