Development and Implementation of Performance-Based Assessment Matrix for Economy in Rural Roads Maintenance Management in PMGSY in India - PIARC Prize - Low- and Middle-Income Country authors
Roads are the lifeblood of a nation, fueling infrastructural development and social and economic growth. With a significant proportion of India’s population residing in rural areas, rural road connectivity is vital for the nation’s holistic development. It enhances rural development by boosting agricultural incomes, expanding employment opportunities, and improving access to health and educational facilities. The Government of India launched the Pradhan Mantri Gram Sadak Yojana (PMGSY) on 25th December 2000, with the mission to provide all-weather connectivity to unconnected habitations with a population of 500 and above. In the Hill States, Desert Areas, Tribal Areas, and 60 IAP districts, the target is to connect habitations with a population of 250 and above. The PMGSY scheme is implemented under the guidance of the Ministry of Rural Development (MoRD), with the National Rural Infrastructure Development Agency (NRIDA) providing essential technical and management support. Since the launch of PMGSY in 2000, as on Dec 2024, 771,000 km of rural roads are constructed. These roads contribute to 12.4% of India’s overall road network.
