Many local roads serve multiple uses, local access, through traffic, recreational purposes, which require careful legisiation and planning to successfully accomodate more uses effectively and economically.

The is a close realtion between administrative structure, local road use patterns, road network planning and road management: this relationship must work at the appropriate scale, in relation to land use/ owenership chararteristics.
