active subsidiarity

  • Definition : Subsidiarity principle based on experience-sharing between communities, which consists in defining together the obligations of result required of everyone concerned. Note: active subsidiarity holds that no solution can be found at a single level and that the key to future governance lies in the way powers at different levels are linked, rather than in the division of powers. It bases public action on relevant obligations instead of obligations of means. The active subsidiarity notion thus requires linkage between bottom-up approaches and top-down approaches.
