  • Definition : Persons such as users of transport systems, unfederated or unrepresented populations, potential victims of major disasters, and unborn children (future generations), etc., the interests of which pose a problem of integration into methods of governance and participatory processes. Note: not only must they be taken into account by the public authority, but the social mediators and facilitators must also ensure that the interests of absent third persons are represented in participatory approaches.
