institutional compartmentalization

  • Definition : Organizational logic of administrations oriented towards production and management through linear approach procedures. Note: institutional compartmentalization is not suitable for the development of complex strategies and the implementation of integrated policies. It leads to a compartmentalization of local action, which generates inconsistency and loss of meaning. The sectorial behaviour of individuals then leads to measures that counteract each other. These problems are thus a challenge to the reform of governance.
