PIARC (World Road Association), founded in 1909 and comprising 125 member governments from all over the world, is the global forum for exchange of knowledge and experience on roads, road transport policies and practices. With consultative status to the Economic and Social Council of the United Nations, the Association is contributing to a stable and sustainable global development of the road and transport sector.

1-% Landscape and Development policy

  • Theme : Operations Transport Sustainable Transport
  • Definition : Approach initiated in France in 1989 and generalized in 1995, which enhances the transited regions with a view to encouraging economic and tourist development. Note the 1-% policy goes beyond the governmental commitments to protect the environment in all major projects, and involves local authorities in improvement to the landscape, facilities (outside the rights-of-way), and the development of the local economy. These partnerships are formulated in planning and improvement charters coupled with action programmes. For such schemes, the State finances 1 % of the total project value providing that the local authorities also contribute 1 %.
