Theme : Operations Transport Sustainable Transport
Definition : Decision-making method used in the Netherlands involving all decision-makers at the national, regional or local levels, with public interest organisations, in a four-phase process: 1. creative chaos phase, where everyone reflects on solutions, often through workshops or charrettes, on a free-wheeling basis; 2. initial administrative design phase, with the creation of a parallel ad-hoc authority, directed by a well-known personality; 3. creative order phase, where solutions are developed by open social dialogue; 4. final administrative design phase, which enables the end projects to be worked out by the authorities.
