PIARC (World Road Association), founded in 1909 and comprising 125 member governments from all over the world, is the global forum for exchange of knowledge and experience on roads, road transport policies and practices. With consultative status to the Economic and Social Council of the United Nations, the Association is contributing to a stable and sustainable global development of the road and transport sector.

Chaos and Order

  • Definition : Decision-making method used in the Netherlands involving all decision-makers at the national, regional or local levels, with public interest organisations, in a four-phase process: 1. creative chaos phase, where everyone reflects on solutions, often through workshops or charrettes, on a free-wheeling basis; 2. initial administrative design phase, with the creation of a parallel ad-hoc authority, directed by a well-known personality; 3. creative order phase, where solutions are developed by open social dialogue; 4. final administrative design phase, which enables the end projects to be worked out by the authorities.
