Definition : Network is made up of a set of individuals having natural, recognized authority and capable of generating social linkage, understanding and appropriation within populations whose trust they have on subjects for which cultural differences do not permit direct dialogue. Note: these individuals, unanimously recognized within districts or communities, are not official elected representatives. Their capacity as an intercultural interface enables them to formulate knowledge and problems so as to be understood by small groups with specific problems. The action of these essential links, which foster collective intelligence in learning societies, is essential for the involvement of gate-keepers, and then early and later majorities.
