PIARC (World Road Association), founded in 1909 and comprising 125 member governments from all over the world, is the global forum for exchange of knowledge and experience on roads, road transport policies and practices. With consultative status to the Economic and Social Council of the United Nations, the Association is contributing to a stable and sustainable global development of the road and transport sector.

  • Definition : Network is made up of a set of individuals having natural, recognized authority and capable of generating social linkage, understanding and appropriation within populations whose trust they have on subjects for which cultural differences do not permit direct dialogue. Note: these individuals, unanimously recognized within districts or communities, are not official elected representatives. Their capacity as an intercultural interface enables them to formulate knowledge and problems so as to be understood by small groups with specific problems. The action of these essential links, which foster collective intelligence in learning societies, is essential for the involvement of gate-keepers, and then early and later majorities.
