  • Definition : Spreading a liquid binder over an unsurfaced close-textured pavement layer, the viscosity of the binder being such that it can penetrate by capillarity through the voids in the upper portion of that layer. Note: this treatment is called ''road oiling'' if the purpose is mainly dust control on a low-volume road, and no additional layers are planned to be added; it is called ''penetration prime coat'' if the purpose is preparation of the base material prior to placing one or more additional layers.
