EDITORIAL

For the past two years, the words pandemic, SARS-CoV-2, variants, face masks, isolation, social distance, have become part of our daily lives. And just when we were beginning to glimpse the end of the tunnel, just when we thought we were getting closer to the possibility of returning to the much-cherished normality... another war breaks out, once again putting the whole of humanity on edge. My wish, like everyone else's, is that it will soon be over.

It is undeniable that the pandemic has changed people's habits. Virtuality is here to stay, imposing a new reality that calls on us to connect with each other at work and socially in a different way. We are experiencing, at least in the big cities of Argentina, changes in the use of transport in general, which is particularly noticeable [...]

HIGHLIGHTS

Colombia: Successful World Road Tunnels Seminar and more PIARC events on the horizon! 

In March, Colombia and PIARC Committee 4.4 on Tunnels organised a much awaited event: the World Road Tunnels Seminar, which took place in Medellin (Colombia) on March 29- April 1st, 2022. It was attended by the PIARC president, Nazir Alli, and the Secretary General, Patrick Mallejacq, who could meet colleagues from co-organisers National Road Institute (INVIAS), Colombia Society of Engineers (SCI) and the Association of Tunnels (ACTOS).

With this hybrid event,more than 1,000 attendees (in person and online) were able to learn all about the latest developments in tunnelling in Colombia and in the world.

This seminar is a landmark event because it signals the development of Colombia’s involvement in PIARC. Since this is the 2nd most populated Spanish-speaking country in the world, and the 4th largest country in Latin America, there is much to look forward to!

April and May will be full of seminars and workshops all over the world. Mark these dates!

PIARC welcomes Colombia’s new National Committee 

29th March 2022

Colombia becomes the 49th country to build a PIARC National Committee.

This National Committee will develop essential roads- and tunnels- related activities at the national level: It will:

  • bring together road experts from public administrations and private sector in different areas
  • identify and disseminate techniques and methods
  • provide of up-to-date, correct, impartial technical information which is independent of political or commercial interests
  • carry out training actions
  • etc.

It will also, of course, put Colombian experts and decision-makers in touch with the world road community, develop PIARC membership in the country, and facilitate knowledge-sharing between all through PIARC. Judging from the excellent level of the recent Tunnels Seminar in Medellin, there is no doubt that this will be mutually beneficial.

The different PIARC commissions met to make progress in their work

March 2022

PIARC’s Commissions are designed to provide advice to the Executive Committee. With the renewal of the latter, the current Commissions are nearing the end of their term, and all three have held their last meetings.

Among others activities, they encapsulated the accumulated experience and ideas in handover reports, which will help kick-start their successors. They also prepared for the first Executive Committee meeting of the new executive cycle, which will take place in Prague (Czech Republic) on 19-20 April.

What’s more, those meetings were a great opportunity to recognise the excellent work that all their members had done over the last five years. Many thanks to them!

HDM-4: PIARC and major development agencies confirm their support 

PIARC has asked HDMGlobal to continue technical support, training and sales for the Highways Design and Maintenance (HDM) software. This extension is within the framework of the current concession from PIARC and precedes a major upgrade which will be led by the World Bank Group.

HDM is used to appraise and inform investment in road networks across the world. The software is updated and maintained by the university and its fourth iteration (HDM-4) delivers powerful analysis of the lifetime costs and benefits of road maintenance and development.

HDM-4 is regularly used by the clients of the World Bank, the Asian Development Bank, as well as governments and other organisations in their decisions over the funding of major infrastructure projects. For example It has been used to scope the costs and benefits of the 8,600km African North-South Corridor road network, to assess maintenance needs for highways and district roads in Bangladesh, and to predict the cost of upgrading transport corridors through countries in South America, as well as many other locations and projects.

PIARC is proud to support HDM-4 as it has done since the 1990s, as it is convinced that this tool is essential to ensure that road projects are well planned and that proper maintenance needs are identified.

The PIARC General Secretariat welcomes Jeayoun KIM and Kei SENOO

Ms Jeayoun Kim and Mr Kei Senoo have been appointed as PIARC Technical Advisors under Strategic Theme (ST) 2 "Mobility" and ST 3 "Safety and Sustainability", respectively.

Jeayoun is seconded for two years by Korea Expressway Corporation, a public company that builds and operates Korean roads in South Korea. She was also a member of the Korean Organising Committee for the 2015 World Road Congress in Seoul.

Kei is seconded for two years by West Nippon Expressway Company (NEXCO-West), which operates toll roads in western Japan. His key mission at PIARC is to support and liaise with technical committees on Strategic Theme 3, "Safety and Sustainability," and allow better communication in pursuing their object.

PIARC Italy establishes new Working Group on Digital Road Signage 

This Working Group aims to carry out a review and an international benchmarking of current technologies in order to identify and test the solutions that could best suit the Italian scenario.

It will also provide guidelines for the transition to the Smart Signs and Recommendations for the regulatory adaptation for its implementation.

Among the various topics expected to be addressed are the issues related to telecommunications and cybersecurity.
