It is with
great enthusiasm that I take the role of Secretary General to serve member
countries and the global road community. Having dedicated more than 20 years to
PIARC General Secretariat, I am profoundly convinced of the high value that our
organization provides by offering the world’s leading forum for knowledge
exchange on road infrastructure and road transport.
The 17th
World Road Winter Service, Resilience and Decarbonisation Congress, held from
March 10-13 in Chambery, France, exemplified the importance of PIARC to member
countries and the global road community. The Congress mobilized a record of 18 PIARC Technical Committees and
attracted a record number for a winter congress of more than 430 abstracts from
65 countries, confirming PIARC’s strategy to make the Winter Congress relevant
to all our member countries, whether or not they experience snow and ice on their

After
months, even years, of preparation, the 17th World Congress on Winter
Maintenance, Resilience, and Decarbonization of Roads concluded last Friday at

Executive Committee Meeting
The PIARC Executive Committee was held in Chambery on March 7 and 8, bringing together representatives from 27 of the most active member countries. These two days were marked by particularly fruitful discussions, allowing for the exchange of perspectives and contributing to the association’s strategic planning.

The 18th ASECAP conference on road safety, organized by ASFA, was held on 9 March at Chambery in a particularly rich international context.
This conference confirmed PIARC strategy to invite international partner organizations to join PIARC Congresses to make them the international hub of road community finding advantages to all stakeholders.

An inspiring evening for inclusion and diversity at the Chambery Congress
The PIARC community gathered for a special PGID (Promotion of Inclusion and Gender Diversity) reception during the 17th World Congress on Winter Road Maintenance, Resilience and Decarbonisation in Chambery. Over 100 participants attended to hear testimonials and personal stories highlighting the importance of representation and inclusion throughout careers in the road and transport sector.

Organized by Graz University of Technology and supported by the Austrian National Committee of PIARC and the Austrian Association for Road, Railways and Transport (FSV), this conference brings together professionals from around the world to share knowledge and innovations in the fields of tunnel safety, ventilation, construction, renovation, and operation, including complex urban systems.

The 10th International Conference on Road Safety and Simulation (RSS2026) will be held at the University of Naples Federico II in Italy from June 23 to 26, 2026.
The conference theme, “Toward a Safe System Approach,” highlights how this approach has been adopted by the transportation community as an effective strategy to prevent fatalities and serious injuries on the roads.
