Dear colleagues and friends, PIARC
was born with the first road congress and since then we organize Congresses
very regularly. One of our essential missions is indeed to provide a forum for
analysis and discussion to the road community, and our Congresses are
privileged opportunities for meetings and exchanges, allowing everyone to keep
abreast of new developments and to bring out new ideas. They are a very
effective complement to our many seminars and to the reports we make available
on our website. In
less than two years, PIARC will organize the "World Congress on Winter
Road Service and Road Resilience" from February 8 to 11, 2022 in Calgary
(Canada). It will follow the XVth International Winter Road Congress, which we
organised in Gdansk (Poland) in February 2018 and the XXVIth World Road Congress,
which we organised in Abu Dhabi (United Arab Emirates) in October 2019. I am

2020 The aim of the seminar was to review the knowledge on technical and legal
possibilities of using the reclaimed asphalt pavement (RAP) and to work out
conclusions aimed at changing unfavourable interpretations of regulations,
mainly environmental ones. Main
conclusions will be prepared by Polish Road Congress and presented to PIARC
Technical Committee on Pavements. >>

May 2020 The Argentine Road Association (AAC), in its capacity as the Argentine National Committee of PIARC (World Road Association), is carrying out a cycle of conferences related to the activities of the International Technical Committees in the 2016-2019 cycle and the developments for the current 2020-2023 cycle. AAC members participating in the Committees present reports from the World Road Congress in Abu Dhabi in 2019 and the objectives for the current cycle. Ada Lía González
Ada Lía González (Buenos Aires,1933), passed away on April 2020. She was a road
engineer and teacher, founded the CENATTEV foundation in 1995, of which she was
president throughout her life. President of the National Committee of PIARC in
Argentina (CENATTEV) from 2004 to 2011, she also dedicated herself with
tenacity to train and help economically in their formation to many civil
engineering students, to encourage their vocation to be good engineers and to
promote very actively, the integration of women in the field of engineering.
Ada Lía spent a great part of her active life constantly organizing
conferences, meetings and different events, even at her own home, with the
permanent aim of improving Argentine road engineering and helping to train good
engineers. She was also: Member of the PIARC Council from 2004 to 2015 Member of PIARC Tunnel Technical Committee 2008-2016. Member of the PIARC Terminology Committee 2008-2019

early as 2003, PIARC Executive Committee considered that fight against
corruption was an important topic that deserved to be analyzed by an ad hoc
Technical Committee. Since then, this topic has been studied on a regular basis
in the different cycles; in particular, a conceptual model (“cycle of
integrity”) and associated Integrity Toolkit were produced during the cycle
2008-2011.

This report provides a contribution to global
road safety through a summary of National Safe System Policies and
Implementation in relation to the Safe System approach. The report also
highlights the steps that low, middle and high-income countries alike can take
to accelerate progress towards Safe System outcomes. The report includes a
number of key findings from a review and survey of international practice
related to national Safe System policies and implementation, which are listed

technical committee Winter Service conducted a survey of winter maintenance in
the countries represented in PIARC. Scopes were winter maintenance standards,
type of de-icing chemicals and application methods. Besides current development
also research projects and guidelines have been compiled.
