Based on the example of the Private Finance Initiative ("PFI") contract awarded for the rehabilitation and maintenance of the street network in the city of Portsmouth, assessment herein the influence of PPP (public-private partnerships) and other innovative contracting practices on road industry organization and interactions with other parties to the construction process.
