Traffic Congestion on Motorways and Dual-carriageway Roads

The objective of this report is to pinpoint possible areas of convergence in the international experience, in terms of both theoretical assessment and also monitoring and identifying possible solutions for traffic congestion. The report is based on an international enquiry (Australia, Austria, Cuba, the United States, Finland, France, Hungary, Israel, Italy, Japan, the Netherlands, the United Kingdom, the USSR). A discrepancy has been noticed between the theoretical approach and the practical application. Corrective measures are usually decided without taking appropriate priority parameters into account and they are still basically restricted to structural improvement, whereas management forms of intervention appear still to be at an experimental level. As a result, this gives rise to lengthy improvement works and to the worsening of critical traffic situations.
