Restructuring of the Road Sector

The aim of this report is to answer the question 'who is responsible for what' in dealing with road infrastructure and road transport issues concentrating strictly on organizational rather than financial issues even if it is often difficult to separate one from the other.

The information contained in this report was collected from member countries using a questionnaire on: administration levels and road network; systems for financing; responsibilities and legislative functions of the various levels; role and responsibilities of private sector and payment systems; other transport modes and how they are taken into consideration in road and road transport management.
