International Seminar "Improving Mobility in Urban Areas"

This International Seminar was organized mainly by the Technical Committee 2.2 "Improved Mobility in Urban Areas" of the World Road Association (PIARC), the Institute of Road Engineering of Indonesia (IRE), and the Indonesian Road Development Association (IRDA) along with the City of Makassar, VicRoads (Australie), and Indonesia Transport Society (MTI).

Summary of the Seminar

Opening speeches were delivered by Mr. Djoko MURJANTO, President of IRDA, followed by Dr. H. Syahrul Yasin Limpo, Governor of Province of South Sulawesi, and Mr Basuki Hadimuljono, Minister of Public Works in Indonesia. Mr André Broto (France), Chair of TC 2.2, then presented an analysis of travel demands in terms of urban mobility. Through case studies in Paris and Madrid, he emphasized how the efficiency of transportation systems affects the daily lives of inhabitants as well as economic dynamism; and how modal integration plays a key role in urban transportation networks.

The seminar included five technical sessions covering the topics of Urban Transport Policy and Infrastructure, Pedestrians and Cyclists, Intermodal Connectivity, Addressing Sustainability Issues within Urban Mobility, and Motorcycle Policy in the City of Tomorrow.

Pr Thomas Macoun (TC 2.2) presented road infrastructure design as part of an overall approach to influence mobility in settlement areas. He observed that increasing urban travel speed leads to increasing trip distances and highlighted that the central issue was "which infrastructure projects will predominate in urban locations and how can they best be used to create impulses for urban development".

Mr Takeshi Honda (TC 2.2) presented the rejuvenation of Toyama City in Japan. Addressing social and environmental issues in urban areas, he described how the Toyama created a "Compact City" where a new mode of public transport, LRT (Light Rail Transit), replaced automobiles and mobilized passengers more conveniently and ecofriendly.

Further presentations outlined transport challenges faced by Indonesia. Mr Rudi Setiaji, consultant for Indonesia Infrastructure Initiative, stressed the importance of introducing bigger buses to accommodate many more passengers, a distance-based fare system, and restructuration of a service network based on user demands, proper maintenance facilities and an inspection framework. Dr Donny J. Widantono, Deputy Director National Spatial Planning (Indonesia), introduced the concept of Urban Morphology and Transport Anatomy, outlining strategic approaches for sustainable transport in Indonesia, including education of drivers and law enforcement.

Addressing transport sustainability, Mr Robert Freemantle (TC 2.2) described actions taken in Melbourne, Australia, to enhance transition to a more sustainable city. He outlined the importance of urban form in helping to better manage trips and gave examples of reallocation of road space to provide greater priority for trams and buses. He noted that the challenge of improving urban mobility was more about changing behavior than engineering.

An overall 170 participants enjoyed the quality of the lectures and the friendly atmosphere provided by the Indonesian hosts.
