International Seminar "Disaster Prevention and Mitigation Technologies and Inputs from ITS in Network Operations"

12-13 November 2014, Xi'an (China)

This International Seminar was jointly organized by the Technical Committee 1.5 "Risk Management", the Technical Committee 2.1 "Road Network Operations", the Cold and Arid Regions Environmental and Engineering Research Institute (CAREERI), Key Laboratory of Shaanxi Provincial Highway Traffic Disaster Prevention and Mitigation, Shaanxi Provincial Highway Institute and was supported by CCCC First Highway Consultants Co., Ltd. (FHCC).

Summary of the Seminar

The two-day seminar consisted of four technical sessions and a technical exhibition with a large number of participants including experts from governments, academia and the private sector both from China and abroad.

During the opening session, a welcome address was delivered by Mr Mingxian Wu, President of FHCC , which was followed by the opening remarks by Prof. Keiichi Tamura, Chair of TC 1.5 and Jacques Ehrlich , Chair of TC 2.1. All stated the importance of risk management and efficient road operations supported by ITS technologies. Lastly, Dr. Yong Joo Cho, Executive Vice-Chairperson of the Organizing Committee of the 25th World Road Congress (WRC), extended a warm invitation to the participants to attend the 25th WRC in Seoul, Korea, in his remarks.

The keynote presentations covered various fields of risk and emergency management methodologies and applications, such as risk analysis and mitigation measures against mountain road disasters, construction and application of monitoring and emergency response systems in the national highway network of China, highway health and safety monitoring systems in cold and high altitude areas, and risk management for storms in relation to climate change.

The further practical presentations dealt with road risk and emergency management and ITS applications; risk management for roads and traffic operations under natural and man-made hazards; emergency management for roads and traffic operations under natural and man-made hazards and, at last, inputs from ITS in network operations.

In the closing session, Mr Zuo Wang, Deputy General Manager of FHCC, stated the importance of risk management and ITS technology in the road engineering practice. He also mentioned the importance of seminars to share the most updated knowledge and experience on the tools, methodologies and technologies of common interests with international colleagues.

After completion of the seminar, the participants visited the monitoring center of Zhongnanshan tunnel, the world's second longest road tunnel, where impressive safety operation techniques and various emergency management measures are implemented.
